Stress in animals is caused by an event or situation that they don't know how to handle. In order to reduce stress in an animal, it is best to teach them that there is nothing to stress about or to fear in the first place. This is done through desensitizing through groundwork.
Any horse-person worth their weight in gold will tell you that groundwork is the absolute most essential training part of every and any horse. You cannot do anything with a horse if there is no groundwork first.
The same goes for teaching horses to stand quietly while any part of their body is being touched or have something done to them, like having their feet picked up. There are various methods out there that use positive methods based on trust and respect to teach your horse with, and it's time well invested to research such methods. Use what will work for you and your horse, and don't be hesitant to use different methods or even a combination of methods.
