Any horse that shies, rears, bucks or bolts because they've seen and perceived something as a threat, has had very little desensitizing done on it during groundwork.
Before you even think of getting on the back of a horse (especially if it's a new horse), do take the time and put some effort into gaining your horse's trust and respect ON THE GROUND, and doing LOTS and LOTS of desensitizing stuff together. Because, when you do eventually get into the saddle, you will find yourself riding a perfectly calm, well-mannered horse who will be able to cope with most things that cross its path.
