When horses rear and strike, kick or bite it is very hard to accomplish anything. It is also very dangerous for the people, but also the horse and surrounding horses. When they are aggressive towards people it can be hard to fix the issue and not make it worse, because in some cases the reason they became mean is because of previous treatment. Halter chains, lip chains and long whips can be used for negative reinforcement, but it can put you in the line of fire. If you don't have experience working with these kinds of horses I would recommend sending the horse to a trainer, and then have them show you what they do to discipline/train the horse.
