Young horses that are just learning to be rode rely on direct contact and plow reining until they become more advanced. Curb bits don't have the flexibility that snaffles or hackamores do, so when you pull on the bit it sends confusing signals for an inexperienced horse. Many horses will graduate to a curb bit but some will ride their best in a broken mouthpiece of some kind.
