Horses bolt out of fear. Sometimes, they do it to be evasive. You apply your leg, and the horse bolts. Oddly enough, I had a young horse, and when she bolted, I would use more leg to indicate that yes, I wanted forward motion. She quit doing it after a while, as her bolt didn't have the desired result of me removing my leg. Positive reinforcement can help teach your horse not to bolt.
