Although negative reinforcement can work with some horses who don't like to get caught, it generally will make a bigger problem for the next time. Horses operate on fear and trust. if you use negative reinforcement, it creates fear. Next tie, they might try even harder to not be caught. If you build trust, little by little, you will have an easier time catching your horse.
