After ACL surgery it's not always necessary to use splints, in most cases it's enough just to bandage the leg to give it some additional firmness and support. However all of these is very case dependent. Surgical technique, dogs body condition, injury of other knee, and other factors are included in your vets decision whether to use split or not. Whatever it might be I would advise that you listen to your vet's advice and instructions.
