My experience with Cocker Spaniels
I do not like Cocker Spaniels. I love them because they are dogs, and dogs are wonderful. It's just not a breed I would choose for myself. Health reasons, and temperament reasons mainly.
I have knowns well tempered and ill tempered cockers, and I was even attacked by one as a child. Non provoked except for walking near his backyard. Years later, I know they can be testy with children!
Prone to yeasty ears, and in need of a lot of grooming. This just isn't the dog for me. I would not recommend for anyone on a budget, or with small children. I think they would do ok in larger apartments with plenty of exercise, and on a good healthy dog food to prevent yeast overgrowth and weight problems. Which is also very common in cockers!
