Working with a rescue, I have met many chihuahuas. I have been bitten by most of these chihuahuas...

From my experience, the breed bonds very selectively with ONE person. I have seen couples in which the dog loved the wife but would attack the husband if he tried to approach. I have seen them to be very nervous, typically growling or snarling in hopes of getting away from a scary threat. I would not recommend this breed for anyone with small children or older children who play rough.

As with all breeds, training and owner really make the dog. Without proper training, any dog can become nervous or aggressive.
