I got Pikachu from a local aviary. The man was a hobby breeder and had goten his cockatiels from another breeder. They were in a huge warehouse divided into large, room-sized cages with 5-20 birds per cage, and the only human interaction being feedings and cleaning the cages. This is why he was a difficult bird for me, especially being an inexperienced bird owner. I tried my best to train him, but with little progress I lost patience. I was also working too many hours. He would just sit in the same corner of his cage all day and only sing when we were watching TV or talking out in the living room. He had plenty of toys and perches that I would rotate in and out, but he never played with them. At one point he got very angry with one of them and attacked it until it fell apart and I took it out of the cage but he for the most part ignored the rest of the toys.
That being said, I know cockatiels are fantastic, wonderful, friendly birds but I would recommend getting one that is already hand-trained. I also wouldn't recommend getting one unless you know for sure you will be home 10-12 hours out of the day, which I wasn't able to do for him. He is now very happy in a new home with a retired couple who spends all day playing with him! Tweet tweet :)
