Budgerigars are great to have as pets, especially if you are not a professional or someone who wants to spend a lot of extra time caring for the bird.
We keep ours in a nice large cage in the back of the living room, they aren't very noisy most of the time, so it's not a problem. You can't let them out of the cage freely, because they don't really cooperate with the whole 'coming back home' concept (at least the ones we have).
I know that some people manage to teach their parrots to talk a little or even say full sentences, however we didn't really take the time to do that, so we only got them saying a few words, like our names.
As long as you feed them properly, make sure their cage is clean and keep them in good environment in terms of temperature you are going to enjoy a healthy happy parrot.
