The Budgie usually has the type of personality that draws people to it. Visitors to our house always enjoy cooing and twittering to my budgie. There's something about the rapt attention that these little fellows give to their people that makes a strong bond! The bird I currently own is 4 years old now, and says 20+ words, and can even change the tone of his voice to mimic men or women! I often hear him in his cage, muttering to himself, every now and then clearing his throat or chuckling, and it sounds like how a conversation in another room might sound to the bird!
They are a very fascinating bird, but do require a LOT of one on one attention. They thrive on attention from people, and once they trust you, they will even allow you to scratch their chins with your finger, and eventually get to where they ask for you to do that, by laying their chin on your finger, and fluffing up their feathers, just waiting for you to get started with their daily "scratch" session.
If you want a bird that is trainable, vocal in a good way, non aggressive, and friendly with people, you are going to have to get a young bird. I also recommend getting a book about Budgies so that you know how to train them to talk, and can have a measure of confidence as you go into this new chapter of your life.
The Budgie will indeed enrich your life, but be prepared to vacuum frequently! Their feathers and seed hulls have a way of getting spread throughout the house. :-)
