As a teenager I kept two budgies for two years. They were pretty and sweet, and had a cute relationship, grooming each other and sitting together. I wasn't a very good trainer and they never learnt to do more than step up onto my finger. They also never were trained enough to keep out of the cage in places where they could escape, though I have known other budgies that happily ride on their owners shoulder and so on.
Changing their seed and changing the lining of the bottom of the cage was the only maintenance needed and didn't take very much time. I recommend if you get budgies that you take the time to learn how to train them and do so, so that they can experience freedom rather than being kept in a cage most the time.
