Our budgies were friendly and intelligent. They were not satisfied in their cage. They loved to come out and explore the world around them. They are friendly for the most part but it varies bird to bird. Make sure they have lots of toys to rotate out so they don't get bored. They do best in nice warm environments. Drafts and chills aren't good for them. Mine all learned to step up quickly and easily.
The care is not easy if you plan to trim their wings and clip their toenails by yourself. They are super small and delicate creatures. If you don't trim the wings, they can fly around normally. If you do, it must be done with extreme care. Like other animals, if you cut their nails too short they will hurt and bleed.
They require a certain amount of air purity. Definitely don't get one if you smoke. If you want one to be really tame and friendly make sure it was handled a lot in its youth and devote yourself to handling it daily. They need perches, toys, etc so the start up cost can be a little high. Mine always learned how to open their cages. It wasn't a problem depending on what other animals I had in the house. I ended up tying the door shut with a small piece of string when I wanted to be sure they stayed in.
