I've had two budgies (parakeets) over the years, and both have been enjoyable little pets. I obtained them from Petsmart not really knowing how old they were, but they ended up being easily trainable either way.
Environment wise, it's very easy to set up an enclosure/cage suitable for these small birds. Aside from the initial cost of the cage and activity enrichment items you buy for inside the cage, there really is no downside for the birds environment creation. It can take up a lot of room if you choose to have a large cage, but I would't say that's a downside.
Food: Feeding these birds is a breeze. Unless you have a sick bird, typically they will eat readily. The availability of the food for these birds is great as well with almost all pet stores selling everything they need for pretty cheap prices.
Cleanliness: Naturally birds end up making quite a mess when they eat seed. You have to prepare appropriately so the clean up process isn't an incredible hassle each time. Most cages come with a sliding tray you can easily clean out, so really clean up for them is a breeze.
Taming: If you take the time to research taming and training these birds properly, and follow up by actually DOING those things on a very regular basis, training is quite simple. You will not see super quick improvement, but regular handling for them will gradually make them more used to it. Over time you should end up with the delightful little birds you see in all the Youtube videos.
Overall: These make for great pets if you're interested in a bird. As long as you are willing to put in the time and effort, they make for great pets. Easy to take care of definitely enjoyable!
