I'm going to start off by saying that I simply LOVE parakeets.
I kept a parakeet a few years ago, and he was the best pet I've ever had.
I really hope I have the chance to keep one again, but that depends on whether I can find an apartment that is pet-friendly.
While raising a bird can be more work than, say, a hamster (not to mention much noisier), if you are dedicated to becoming close to your parakeet, you'll find a loyal friend.
I won't lie: getting my parakeet to warm up to me took more than a few weeks. After a while, though, he readily jumped on my finger, flew to me when I clapped my hands, and learned a few words. He was the most friendly with me, but was also fairly calm around my friends.
There are some downsides to owning a parakeet. For one, they are sometimes loud. Additionally, they can be pretty messy. For me, these were enough of a deterrent to keep me from wanting to own another.
If you have the time and the accommodations, I recommend a parakeet as a pet.
