Budgerigars are fantastic.They're pretty friendly and can learn a few cool tricks.
They are a bit messy, though, with their feathers flying around and their chucking food bits out of the cage, so cleaning their cage fairly often is necessary. My budgies never really learned how to say anything but they were still amazing friends to us, especially Sunshine. He was nice to everyone and was calm enough to be put on people's fingers and shoulders without ever making a fuss...then we got Princess, and as soon as we did, Sunshine began misbehaving and acting like her. If you can get two budgies to be compatible with each other (which I have indeed witnessed) then I could recommend them sharing the same cage, but these two birds did not like each other, so I can't vouch for their intraspecies kindness.
Budgies do chitter-chatter quite often, but I never minded because they had a nice big cage outside and the constant sound of running water from the hot tub down to the pool; they helped make the patio sound like a mini forest if you closed your eyes! They also come in beautiful different colors and aren't too expensive to keep after you get them a nice cage and engaging toys. I wouldn't recommend this bird to children younger than 8 because budgies do take quite a few cage cleanings, but as soon as a kid can clean a cage and feed them responsibly then I'd say they're fair game!
