I worked with several pairs and single Blackheaded Caiques when I worked on a bird farm. They had varying personalities. I think these guys can make great pets even for a beginner if worked with.

I really grew attached to one of the birds I worked with. He was very friendly and wouldn't let me get in his cage without coming out on my arm. He was a real sweetie. However, some of the paired birds I dealt with were evil. One male leapt out of the cage and would attack my arm. Luckily I wore a lot of bracelets at the time so he never did any serious damage. Of course this bird was a breeder his whole life, so I don't blame him for having no manners.

These guys are small and sure are cute. They have good personalities and seem to be very intelligent. I like watching them play with their toys. The birds I came in contact with never talked and they didn't seem to make much noise otherwise either.

I'd say these guys would be a good bird to get if you want something bigger than a cockatiel or budgie. They are easy to care for in my experiences.
