Ezekiel the Salamander is perhaps one of my easiest pets to take care of. I found a guy with hatching salamanders very easily, and i had the contact information for dozens more. As for the cost of ownership, the only expense is the initial tank and the bugs it eats. It eats about three worms a day, but my tank is set up so it's food lives and breeds freely. The tank should be filled with dirt and dry leaves, mostly, but any pet store material would probably be better. You should also provide access to a swimming/drinking area and the habitat should be damp and dark at all times. The little guys don't seem to mind being handled, but don't bother to make themselves visible, instead hiding among the parts of their habitats and only coming out at night to hunt and drink. Still though, this is an easy and beginner level pet.
